Tom retired from Locke Lord LLP after a long career in its insurance regulatory practice where he served as general counsel to the Illinois Insurance Guaranty Fund and the California Insurance Guaranty Association.  He was Chair of the Reliance Coordinating Committee, largest P&C insolvency, from 2001 until the estate closed in 2020.  Since his retirement from Locke Lord he has continued as general counsel for IIGF and CIGA and does consulting work for NCIGF.
