J. Smith "Smitty" Harrison

Smitty Harrison is the Executive Director of the South Carolina Property and Casualty Insurance Guaranty Association.

He is an active member of NCIGF serving as a member of the Board of Directors, the Executive Committee, and the Public Policy Committee. 

Smitty also serves as the Special Deputy Receiver for two South Carolina insolvent carriers.  In addition, he oversees the run-off of one of the state auto plans.

Smitty holds an undergraduate degree in insurance from the University of South Carolina and a graduate degree in insurance from Georgia State University.  He also holds several professional designations in insurance including the Chartered Property and Casualty Underwriter designation.  In 1992, he was recognized as the distinguished graduate of the Associate in Reinsurance program.  For sixteen years, he served as an adjunct professor of insurance at USC.

In March 2018, he was inducted into the Georgia State University Risk Management-Insurance Hall of Fame.

In addition to his guaranty association work, he serves as the Executive Director of the South Carolina Wind and Hail Underwriting Association. 

He served two terms as National Chairman of the Property Insurance Plan Service Office, a statistical and advisory group for all of the property plans in the United States.
