Joseph Torti III joined Fairfax on January 1, 2016 as Vice President of Regulatory Affairs. He is responsible for coordinating insurance regulatory and compliance matters for Fairfax. This includes interacting with regulators, auditors, trade groups, consumer groups and other industry delegates as well as representing Fairfax companies in proceedings before state insurance regulatory authorities. Mr. Torti also coordinates and oversees certain group filings, data calls and surveys for Fairfax and represents Fairfax and its insurance company subsidiaries on various industry boards and committees.

Prior to joining Fairfax, Mr. Torti served as Superintendent of Banking and Insurance for the Rhode Island Department of Business Regulation for more than 13 years. As Superintendent of Insurance he was responsible for the regulation of more than 1,300 foreign and domestic insurance companies as well as more than 105,000 insurance licensees. As Superintendent of Banking he was responsible for the regulation of 19 RI Chartered Banks and Credit Unions, 6 Bank Holding Companies as well as more than 3600 banking licensees.

Mr. Torti is a cum laude graduate of Providence College with a Bachelor of Science degree in Business Administration with a specialization in accounting. He is a Certified Public Accountant and a member of the American Institute of Certified Public Accountants, the Institute of Internal Auditors, Society of Financial Examiners and former officer of the Society of Governmental Accountants and Auditors.

Mr. Torti served for three years as the Chair of the NAIC Financial Regulation Standards and Accreditation Committee and served in two prior years as Vice Chair of the Committee. He has also served as Chair, Vice-Chair and Secretary/Treasurer of the Northeast Zone of the NAIC and as a member of the Executive Committee of the NAIC. He also served for several years as Chair of the NAIC Financial Condition Committee as well as Chair of the Audit Committee of the Interstate Insurance Product Regulation Compact. Mr. Torti has testified before Congress on behalf of the NAIC and the American Property and Casualty Insurers’ Association (“APCIA”).

Mr. Torti currently serves as the Chairperson of the Boards of Guaranty Fund Management Services, the Connecticut Guaranty Association and the National Conference of Insurance Guaranty Funds (“NCIGF”). He also serves on the Boards of four (4) additional state guaranty associations and is the APCIA representative on the Board of the National Insurance Producer Registry (“NIPR”). He was also recently appointed to the Board of the Medical Malpractice Joint Underwriting Association of RI. He formerly served as Vice Chair of the Board of NCIGF and Chair of the Executive Committee of NCIGF as well as Chair of the Audit Committee of NCIGF.

Mr. Torti resides in Johnston, Rhode Island with his wife Mary and son Joseph.
