Douglas Fahringer is Vice President and General Counsel for the Pennsylvania Property and Casualty Insurance Guaranty Association (PPCIGA). He provides counsel to the Association, works in human resources, and manages high exposure claims.  This is his second position since 2019 with the Association having worked as Claim Supervisor from 1998 to 2006 during the insolvencies of medical malpractice carriers PHICO, PIC, PIE.  

Doug obtained his Bachelor of Arts English degree in 1984 and his law degree from The Dickinson School of Law in 1988.  He served a judicial clerkship before joining a Philadelphia-based law firm, where he defended physicians in medical malpractice litigation from 1989 to 1998. In between being Claim Supervisor and General Counsel for PPCIGA from 2006 to 2019, he was Director of Claims and Risk Management for a newly formed Pennsylvania medical malpractice carrier formed following the insolvencies of several large medical malpractice carriers. 

Currently, he serves on the Legal Committee for NCIGF as well as the DEI Subcommittee.  He worked with the subcommittee to author the Kindness and Respect Statement which is read at all meetings.
