Barbara Law serves as the President and CEO of Guaranty Fund Management Services (GFMS), a nonprofit organization providing management services to eight property and casualty insurance guaranty associations across the New England states, Virginia, and the District of Columbia. In addition to her role at GFMS, she was appointed in early 2024 as President, CEO, and Secretary of the Massachusetts Property Insurance Underwriting Association (MPIUA), which also manages the Rhode Island Joint Reinsurance Association (RIJRA).

Ms. Law brings nearly three decades of experience in both public and private insurance sectors. Her previous roles include serving as counsel to the Massachusetts Commissioner of Insurance, Manager in the Financial Services Regulatory Practice at PricewaterhouseCoopers, and Senior Vice President, Chief Regulatory Counsel, and Chief Compliance Officer at MAPFRE Insurance. She also represented MAPFRE on the boards of MPIUA and RIJRA before joining GFMS in 2018.​

She holds several professional designations, including Chartered Property and Casualty Underwriter (CPCU), Associate in Insurance Accounting and Finance (AIAF), and Associate in Regulation and Compliance (ARC). Ms. Law also serves as a director on the board of the National Conference of Insurance Guaranty Funds.
